Solar flares can take down the entire global power grid, not just the Internet..
But they will use an EMP and say it was a solar flare.
The DOD deduced in the early 1960's that a single low-yield nuclear device detonated above Kansas City would cause an EMP (Electromagnetic Pulse) sufficient enough to blackout the entire U.S. communications system. This led DARPA (Defense Advanced Research Projects Agency) to develop ARPANET, later known as the Internet.
But they will use an EMP and say it was a solar flare.
