He worked for her, not the other way around. She was tied to so much stuff it would make your head spin. She was given immense power and free reign by the UN and basically ruled the seas. She ran the submarines that were involved in the trafficking along with jewels and drugs. Her father was just like her, maybe she is even worse. Blackmail was the game.
