I love Kotzen's playing and voice also. Too many singers to list for me. My all time favorite is Steven Tyler. Johnette Napolitano from Concrete Blonde or Maria McKee from Lone Justice would be my favorite female singers. I have been a David Lee Roth kick lately.

There is some tasty guitars in her music, the drummer was her husband.

Ozzy, Dio, Ray Gillen, Pete Steele. Neil Finn, Don Henley, Blackie Lawless, Billy Gibbons ... But for me it comes down to good singers singing great songs
