I'm pretty simple, going by today's prices and stock off the top of my head that ten grand would go to this -

EVH 5150 III 100W as I only have an RG80 at the moment
Mesa 4x12 cabinet
The rest I'd throw towards a BC Rich custom shop Warlock or Warbeast - they're ridiculous with their prices but I've always wanted one - or a Daemoness but I don't relish waiting 5-6 years for a guitar I threw a few large at.

I would buy a whole new recording set up ... mine is old as hell

no idea ... I am so far out of the loop at what is around so would need to dig into some research.

I would still use Reaper as the DAW though ... great software

I hear ya. There are so many good things in every category you can imagine and then some. Choice overload on everything for sure now a days.
